If Osama Bin Laden really
is still alive then the CIA owe him a pay rise for his continued
sterling efforts to bail out USS Bush every time the administration
is about to capsize, but the reality is that this is just another
crude propaganda ploy and the latest installment in a series of hoax
terror tapes edited and released by the Neo-Cons at the most
politically expedient time.
Whether it's to justify a
war, win an election or divert from a scandal, Bin Laden can always
be relied upon to come up with the goods and save Bush's bacon.
As soon as the 6 month wait and see period for the
"surge" is up and right when Bush's last remaining Republican cheerleaders
desert him on Iraq, Bin Laden pops up to remind us all of
the necessity of "staying the course" and winning the war
on terror by feeding more troops into the meatgrinder.
It's so transparent, a
three-year-old could see through the hoax, but the media barely even
question it.
In another development over
the weekend, ABC News reports that,
"Taliban military commander Mansour Dadullah, in an interview
broadcast on ABC News' "World News With Charles Gibson,"
said the London attacks were "not enough" and that bigger
attacks were coming."
Right on time, when
Homeland Security head Chertoff says there will be an attack, and top Neo-Cons as well as military analysts are inviting one in order
to "save a doomed foreign policy," the Taliban,
Bin Laden and Al-Qaeda pop up and promise to deliver for their
bosses.
"Osama bin Laden
stresses the importance of martyrdom for Muslim causes in a
videotape that purportedly contains a 50-second message from the al
Qaeda leader," reports CNN.
"The videotape, titled
"A Special Surprise from As-Sahab. Heaven's Breeze Part
I," was made in the last four weeks, but the clips appear to be
old, said Octavia Nasr, CNN's senior editor for Arab affairs. There
is no indication of where it was shot, and CNN cannot verify its
authenticity."
But don't for a minute take
the media's claim of "authenticity" as anything other than
a worthless platitude, because every time a new tape is released
they fail to even mention the fact that the majority of these videos
in the past have been at best slapped together old footage or in
some cases outright hoaxes that led directly back to the federal
government, the Pentagon and the CIA.
The most obvious example of
this occurred in October last year, when footage depicting two of
the alleged 9/11 hijackers laughing as well as a Bin Laden speech
was purportedly released by Al-Qaeda's media arm.
In reality, as our report outlined, the
U.S. government had been in possession of the footage since 2001.
How? Because they filmed it!
Segments of the video that
were interspersed with footage of the "laughing
hijackers," Jarrah and Atta, showing Bin Laden giving a speech
to an audience in Afghanistan on January 8 2000, were culled from
what terror experts described as surveillance footage taken by a
"security agency."
Furthermore, film of the
Bin Laden speech, reported by the dominant media as new footage, was
previously broadcast in the UK docudrama The Road to Guantanamo,
which was first seen on British television nearly seven months
before the release of the tape in March 2006.
News reports at the time
contained the admission that the U.S. government had been in
possession of the footage since 2002, while others said it was found
when the United States invaded Afghanistan in 2001, and yet it was
still bizarrely reported that the tape, bearing all the hallmarks of
having been filmed and edited by undercover US intelligence and
having admittedly been in US possession for five years, was released
over the weekend of October 1st 2006 by "Al-Qaeda".
IntelCenter, the group
which is also behind the latest Bin Laden tape, is the middleman
between Al-Qaeda's alleged media arm, As-Sahab, and the mainstream
media - they acquire the tapes and pass them on to the press, and
have occasionally even predicted when tapes would be released
beforehand.
All the more interesting
therefore, as our previous investigation discovered,
that IntelCenter is run by Ben Venzke, who used to be the director
of intelligence at a company called IDEFENSE, which is a Verisign
company. IDEFENSE is a web security company that monitors
intelligence from the Middle East conflicts and focuses on cyber
threats among other things.
It is also heavily
populated with long serving ex-military intelligence officials.
The Director of Threat
intelligence, Jim Melnick, served 16 years in the US army and the
Defense Intelligence Agency (DIA) and worked in psychological
operations. From the IDEFENSE website:
Prior to joining iDefense,
Mr. Melnick served with distinction for more than 16 years in the
U.S. Army and the Defense Intelligence Agency. During this period,
Mr. Melnick served in a variety of roles, including psychological
operations, international warning issues with emphasis on foreign
affairs and information operations and Russian affairs. He also
served in active political/military intelligence roles with an
emphasis on foreign affairs. Mr. Melnick is currently a U.S. Army
Reserve Colonel with Military Intelligence, assigned to the Office
of the Secretary of Defense. Mr. Melnick has been published in
numerous military and foreign affairs journals, and has received
numerous military and DIA awards. Mr. Melnick has a Master of Arts
in National Security and Strategic Studies from the U.S. Naval War
College, a Master of Arts in Russian studies from Harvard
University, and a Bachelor of Arts with Honors in Political Science
from Westminster College.
So here we have a company
that by its own admission has a senior military psy-op intelligence
officer who has worked directly for the Pentagon and Donald Rumsfeld.
As Intelcenter and Ben Venzke are directly connected to IDEFENSE,
this puts the Pentagon just three small steps away from the Al Qaeda
propaganda videos - including the latest Bin Laden
"martyrdom" hoax.
Al-Qaeda have a long and
fruitful history of miraculously releasing video tapes at the most
opportune political time for the Bush administration. Both Kerry and Bush attributed the
President's 2004 re-election to Osama Bin Laden's appearance in a
video tape just days before the vote. Veteran newsman Walter Cronkite mused that
the whole farce was a Karl Rove orchestrated set-up.
On the eve of the Iraq war
during Colin Powell's infamous presentation to the UN, an audio tape in which bin Laden
claimed he was allied with Saddam Hussein surfaced, a
gift-wrapped present for the Neo-Cons who had consistently been
proven wrong in their assertion that there was a connection between
Iraq and 9/11.
Ayman
Al-Zawahiri appeared right on cue at the exact same
time two years running, days before the State of the
Union, to slam Bush as a "butcher" and a
"failure." His timing is impeccable! Right
when Bush needs to reinforce the fear of the shadowy enemy each
January to mute his critics before the big speech, al-Zawahiri pops
up with the goods.
Previous tapes which
featured Ayman al-Zawahiri were found to be cobbled together from old footage but that doesn't
bother a lapdog media well versed in manufacturing consent and never
offering retractions when said tapes turn out to be questionable
frauds.
Too numerous to divulge in

"Al-Qaeda tapes" and how in every instance they were
highly questionable at best if not completely fraudulent.
Pentagon
kills Rumsfeld 'propaganda' unit

Current
Defense Secretary Robert Gates has scrapped an institution
established by his predecessor Donald Rumsfeld to rapidly counter
messages in the press that the Pentagon considered negative,
according to a report in Friday's Washington Times.
"Defense
Secretary Robert M. Gates has shut down a rapid-response press
operation run out of the Pentagon speechwriting shop because it is
not suited to his style of press relations," reports Bill Gertz
in his weekly 'Inside the Ring' column.
A
former Pentagon official explained to Gertz how the rapid-response
unit worked.
"The
unit would monitor U.S. and foreign press reports and highlight
stories that were 'missing key elements,'" he writes. "It
then would quickly send information to congressional and press
contacts 'so people could see the rest of the story.'"
Rumsfeld
during his tenure spoke vocally about America needing to win its
wars in the media as well as on the battlefield.
"These
are terrorists and they have media relations committees that meet
and talk about strategy, not with bullets but with words," he
warned in a February 2006 speech at the Council on Foreign
Relations. "They’ve proven to be highly successful at
manipulating the opinion elites of the world. They plan and design
their headline-grabbing attacks using every means of communication
to intimidate and break the collective will of free people."
The
ex-Defense Secretary tried to use torture and inhumane treatment by
the US military to prove the imbalance in the press against the
United States.
"Consider
for a moment the vast quantity of column inches and hours of
television devoted to the allegations of unauthorized detainee
mistreatment," he said. "But weigh the numbers of column
inches and hours of television involving that event, for example,
against the discovery of Saddam Hussein’s mass graves, which were
filled with literally hundreds of thousands of human beings,
innocent Iraqis who were killed."
And,
at the time, he outlined some of the requirements for the Pentagon
to respond to such challenges.
"The
U.S. government will have to develop an institutional capability to
anticipate and act within the same news cycle," he said in the
address. "That will require instituting 24-hour press operation
centers, elevating Internet operations and other channels of
communication to the equal status with the traditional 20th Century
press relations. It will result in much less reliance on the
traditional print press, just as the publics of the U.S. and the
world are relying less on newspapers as their principal source of
information."
While
Rumsfeld's media response unit is gone, Gertz noted that Gates had
some of its operations "folded into other elements of the
Pentagon"s public-affairs office."

US propaganda machine: Oh, what a lovely war
The Lincoln Group was tasked with presenting the US
version of events in Iraq to counter adverse media coverage. Here we
present examples of its work, and the reality behind its headlines.

The Independant
This is the news from Iraq according to
Donald Rumsfeld and the Bush administration.
A week after the US Defence Secretary
criticised the media for " exaggerating" reports of
violence in Iraq, The Independent has obtained examples of newspaper
reports the Bush administration want Iraqis to read.
They were prepared by specially trained
American "psy-ops" troops who paid thousands of dollars to
Iraqi newspaper editors to run these unattributed reports in their
publications. In order to hide its involvement, the Pentagon hired
the Lincoln Group to act as a liaison between troops and
journalists. The Lincoln Group was at the centre of controversy last
year when it was revealed the company was being paid more than $100m
(£58m) for various contracts, including the planting of such
stories.
The Pentagon - which recently announced
that an internal investigation had cleared the Lincoln Group of
breaching military rules by planting these stories - has claimed
these new reports did not constitute propaganda because they were
factually correct. But a military specialist has questioned some of
the information contained within their reports while describing
their rhetorical style as "comical". Furthermore, it has
been alleged that quotations contained within these reports and
others - attributed to anonymous Iraqi officials or citizens - were
routinely made up by US troops who never went beyond the perimeter
of the Green Zone.
What seems clear is that, taken by
themselves, these reports would provide an unbalanced picture of the
situation inside Iraq where ongoing violence wreaks daily chaos and
horror. Three years since US and UK troops invaded, more than 2,500
coalition troops have been killed. How many Iraqi civilians have
died is unclear. The Iraqi Body Count puts the minimum at 33,773,
but this figure is based on media reports and the group admits
"it is likely that many if not most civilian casualties will go
unreported by the media". An extrapolation published in The
Lancet 18 months ago said more than 100,000 had been killed.
A former employee of the Lincoln Group,
who spent last summer in Baghdad acting as a link between US troops
who were part of the Information Operations Task Force and Iraqis
contracted by the company to establish contact with Iraqi
journalists, said his job was to ensure "there were no
finger-prints".
"The Iraqis did not know who was
writing the stories and the US troops did not know who the Iraqis
were," said the former employee, who declined to be named. It
is not known whether the stories included here were ever printed or
simply prepared for publication, but he said it was normal for
around 10 stories a week to be printed. He said US troops routinely
fabricated their quotations.
The former employee said the Lincoln
Group paid up to $2,000 for the publication of each article - a sum
that had risen from when he started working, suggesting the Iraqi
editors realised who was behind the articles and knew there was
plenty of money. The Lincoln Group was paid $80,000 a week by the
military to plant these stories.
The former employee said the stories -
which often feature phrases such as " brave warriors" and
"eager troops" - were designed to bolster the image and
purported efficiency of the Iraqi Security Forces (ISF) and their
involvement in operations. The Bush administration says the ability
of Iraqi security forces to deal with insurgents remains the key to
a withdrawal of US troops.
In reality, while one article describes
the ISF as a "potent fighting force", the training of
Iraqi forces has been a slow and troubled process. The Pentagon
recently said the only Iraqi battalion judged capable of fighting
without US support had been downgraded, requiring it to fight with
American troops.
John Pike, the director of
GlobalSecurity.org, a Washington-based defence think-tank, who
reviewed some of the Lincoln Group stories, said he found them
unconvincing. "Anybody who knows about propaganda knows the
first rule of propaganda is that it should not look like
propaganda," he said. "It's embarrassing enough that [the
US military] got caught ... but then for their product to be so
cheesy ... It's just embarrassing."
He added: "Some of the vignettes
are cartoonish. The ISF? Many of them are surely brave. But a potent
fighting force? I think that's a little clearer than the truth. It's
propaganda."
Another story mentions the Iraqi oil
industry and calls it "unique in that it is the only sector in
which every dollar invested, either directly or indirectly, provides
direct revenue to Iraq for future reconstruction" .
Yet a report published last November by
a group of aid agencies and NGOs claimed that production-sharing
agreements (PSAs) proposed by the US State Department before the
invasion and adopted by the Coalition Provisional Authority (CPA),
could see Iraqis lose $200bn in revenue if the plan comes into
effect.
Data collated by the Brookings
Institution says oil production in Iraq remains below the estimated
pre-invasion levels. At the moment, Iraq annually spends $6bn to
import oil.
The Lincoln Group is headed by
Christian Bailey, a Briton with no experience in PR, and a former US
Marine, Paige Craig. The company failed to respond to a call seeking
comment yesterday. A spokesman for the US military in Iraq, Lieut-Col
Barry Johnson, said last night: "The results of the
investigation have not yet been made public while the report
undergoes final review by Multinational Force leadership. I am
unable to comment on unsubstantiated allegations."
While the Lincoln Group has been
cleared by one Pentagon inquiry, it remains the subject of a
separate inquiry being conducted by the Pentagon's Office of the
Inspector General (OIG). A spokesman, Gary Comerford, said that the
OIG had been asked by the Democratic Senator Ted Kennedy to review
how the company had won its contract.
Criticising the media last week, Mr
Rumsfeld said: "Much of the reporting in the US and abroad has
exaggerated the situation... Interestingly, all of the exaggerations
seem to be on one side.... The steady stream of errors all seem to
be of a nature to inflame the situation and to give heart to the
terrorists."
'AL-QA'IDA THREATENS ALL IRAQIS'

The Lincoln version
The chief murderer of al-Qa'ida in Iraq
has declared war against all Iraqis. They have also lamely attempted
to justify the murder of civilians. Some websites featured the
Jordanian Abu Musab al-Zarqawi's praise of his heathen deeds. The
people of Iraq have had enough.
"These thugs clearly hate us; they
do not share in our national pride or our belief in a unified
Iraq," said one Iraqi. "They only wish to kill our women,
our children, our future. We must not and will not let them."
Horror stories are told in homes and
shops of friends and family members casually murdered while going
about their daily business. These ... are simple folk trying to make
the best of their lives. How many more suicide bombs have to go off
before al-Qa'ida realises that there is no room for them in the land
of the two rivers? In one particular attack, terrorists murdered a
young boy and stuffed his body full of explosives in an attempt to
lure security forces into an ambush. Is this the only future
terrorism has to offer?
The reality check
At least 20 people were killed and 42
others injured when three suicide bombers targeted Baghdad's
Palestine Hotel, used by media and contractors. A dozen construction
labourers were killed in an attack on Al-Musayyab, south of Baghdad.
Muhammad Ali Nu'aymi, secretary of the director-general of al-Mansur
municipality, was killed by gunmen. Bodies of six Iraqi citizens
were found in al-Mahmudiyah, southern Baghdad.

The Lincoln version
With the people's approval of the
constitution, Iraq is well on its way to forming a permanent
government. Meanwhile, the underhanded forces of al-Qa'ida remain
bent on halting progress and inciting civil war. The honest citizens
of Iraq, however, need not fear these criminals and terrorists. The
brave warriors of the Iraqi Security Forces (ISF) are hard at work
stopping al-Qa'ida's attacks before they occur.
On 24 October, soldiers near Taji
received a report that terrorists were stockpiling dangerous
weapons. The soldiers found over 150 tank and artillery rounds.
These munitions are similar to the ones that al-Qa'ida bomb-makers
often use to construct their deadly bombs. The troops destroyed
every last round, ensuring they will never be used against the Iraqi
people.
Three
al-Qa'ida mercenaries in Baqubah
were planning to conduct a suicide vest attack. Officers of the
Iraqi Police Service (IPS) spotted them as they drove towards their
target. But then something happened. The would-be murderer lost his
faith and leapt from the moving vehicle. One of the other suicide
bombers panicked and detonated his vest while still inside the car,
instantly killing himself and another accomplice.
The reality check
At least five Iraqis killed by suicide
bomber on bus in Baqubah, north-east of Baghdad. Bodies of nine

In conjunction with operation El-Sitar
Elfulathi in Husaybah and Karabilah, Iraqi Security Forces (ISF) are
sweeping across Iraq in a series of continuous operations aimed at
disrupting insurgent activity. Through diligent patrols, organised
raids and searches, vehicle checkpoints and interaction with the
Iraqi people, Iraqi Army (IA) units have taken down terror cells and
removed dangerous criminals from Iraq's streets.
In Baghdad, a quick response to a
terror attack led to the arrest of the culprit. On 10 November,
terrorists detonated a car bomb in eastern Baghdad wounding three
Iraqi women. Immediately the ISF responded, securing the area and
treating and evacuating the injured. The soldiers quickly examined
the site of the bombing, discovering evidence that led them to the
arrest of the suspected bomber. Because of their quick reaction,
there was no loss of innocent life and another terrorist is in
prison and awaiting his trial.
The ISF has quickly developed into a
viable fighting force capable of defending the people of Iraq
against the cowards who launch their attacks on innocent people.
The reality check
Ten people were killed when a car bomb
exploded at a market in Baghdad. Bodies of three men tortured to
death discovered in Shula. Coalition troops killed four alleged
insurgents in "safe house" near Ramadi. On November 10, 7
Iraqis killed 30 wounded by car bomb near Al-Shuruqi Mosque, north
of Baghdad.
'TRAINING PREPARES IRAQI MARINES'

Terrorist attacks often result in
damage to Iraq's infrastructure, but the Ministry of Defence is
determined to keep that from continuing. The brave men of the Iraqi
Marines are one step closer to taking charge of the security mission
at the Al Basrah and Khawr Al Amaya Oil Terminals.
Recently, soldiers from the 6th Platoon
Iraqi Marines completed the oil platform defence training at the Al
Basrah Oil Terminal.
Their main focus was to acquire the
necessary skills to effectively protect the oil terminals. The
students trained up to three to four times a day, working closely
with the instructors. The intense training they received included
how to stand a proper watch, how to work and fight as a team, and
how to defend against terrorist attacks on the terminals. When these
soldiers assume control of security on the terminal, they will
ensure the safety and stability of the maritime environment.
These operations complement
counter-terrorism and security efforts as well as deny international
terrorists use of the waterways as an avenue of attack.
The reality check
Deputy health minister, Jalil al-Shammari,
and his bodyguards are killed north of Baghdad. Amir Al-Saldi,
Baghdad municipal official, is killed in Ghazaliya. Clashes in al-Qadiyah
district of Samarra leave three dead. An Iraqi soldier is killed and
six others wounded, three seriously, in a roadside bomb explosion in
Kirkuk.

“Yesterday, one of my good friends from another office was
telling me they were going to start issuing armored vests to us
office types because of the growing danger from mortars. We are
being shelled daily and, like everything else, casualties are way
underreported . But more important than the flak vests was a file he
had copied out and
which he gave to me to smuggle out of the country. As I have
said, we have strict censorship here on all incoming and outgoing
snail mail, email, phone calls and so on. This report is so serious
I am making a précis of it and am even now sending
it around to various news outlets, both Stateside and
elsewhere. I have my sources and believe me, the CIC people here are
so stupid they couldn’t pour piss out of a boot if the directions
were on the bottom.
It
states that because of “growing popular unrest in the United
States, caused by the prolonged war in Iraq .coupled with obvious
Congressional inaction,” the
U.S. military has drawn up plans for combating domestic U.S. civil
insurrections. This is not
a theoretical study but
a very specific one. Units to be used domestically are listed in
detail as are detention centers, etc.
As
a result of this, plans are now in train to segregate, retrain and
reequip certain anti-insurgent U.S. military units now serving in
Iraq and to prepare them for quick transfer back to the United
States for use "as needed" The Pentagon command
believes that such civil insurrections are not only a possibility
but a very real probability in the event that the President and his
advisors maintain their present course vis a vis the Iraqi war.
It
is interesting to note that "foreign intelligence
representatives, now active in the United States” (read Mossad)
are to be subject to “arrest, confinement and eventual deportation
to their country of origin."
The

Counterinsurgency is those military, paramilitary, political, economic,
psychological, and civicactions taken by a government to defeat
insurgency (JP 1-02). It is an offensive approach involving all
elements of national power; it can take place across the range of
operations and spectrum of conflict …
In dealing with
the local populace, the primary aims must be to:
•Protect the
population.
•Establish
local political institutions.
•Reinforce
local governments.
•Eliminate
insurgent capabilities.
•Exploit
information from local sources. …
An insurgency
is organized
movement aimed at the overthrow of a constituted government through
use of subversion and armed conflict (JP 1-02). It is a protracted
politico-military struggle designed to weaken government control and
legitimacy while increasing insurgent control. Political power is
the central issue in an insurgency.
An
insurgent organization normally consists of four elements:
Leadership.
Combatants (main
forces, regional forces, local forces).
Cadre (local
political leaders that are also called the militants).
Mass base (the bulk of the membership).

A
perceived serious potential of dissident American groups rising up
against constituted authority has been clearly identified by
counter-intelligence agencies.. The stated cause for such an
uprising appear to be
growing dissatisfaction with the course and conduct of the war in
Iraq, the chronic inability of Congress to deal with various
pressing issues and the perception of widespread corruption and
indifference to public needs.
The support
of the people, passive or active then, is the center of gravity. It
must be gained in whatever proportion is necessary to sustain the
insurgent movement (or, contrariwise, to defeat it). As in any
political campaign, all levels of support are relative.
Insurgent
movements begin as “fire in the minds of men.” Insurgent leaders
commit themselves to building a new world. They construct the
organization to carry through this desire. Generally, popular
grievances become insurgent causes when interpreted and shaped by
the insurgent leadership. The insurgency grows if the cadre that is
local insurgent leaders and representatives can establish a link
between the insurgent movement and the desire for solutions to
grievances sought by the local population
Insurgent
leaders will exploit opportunities created by government security
force actions. The behavior of security forces is critical. Lack of
security force discipline leads to alienation, and security force
abuse of the populace is a very effective insurgent recruiting tool.
Consequently, specific insurgent tactical actions are often planned
to frequently elicit overreaction from security force individuals
and units.
Insurgencies
are dynamic political movements, resulting from real or perceived
grievance or neglect that leads to alienation from an established
government.
A
successful counterinsurgency will result
in the neutralization by the state of the insurgency and its
effort to form a counterstate. While many abortive insurgencies are
defeated by military and police actions alone, if an insurgency has
tapped into serious grievances and has mobilized a significant
portion of the population, simply returning to the status quo may
not be an option. Reform may be necessary, but reform is a matter
for the state, using all of its human and material resources.
Security forces are only one such resource. The response must be
multifaceted and coordinated, yet states typically charge their
security forces with “waging counterinsurgency.” This the
security forces cannot do alone.
These
imperatives are—

Facilitate establishment or reestablishment of a
‘legitimate government’.
·
Counterinsurgency requires perseverance.
·
Foster popular support for the incumbent US government.
·
Prepare to perform functions and conduct operations that
are outside normal scope of training.
·
Coordinate with US governmental departments and agencies,
and with vital non-governmental, agencies.
Urban
operations.
·
Protection of government facilities.
·
Protection of infrastructure.
·
Protection of commercial enterprises vital to the HN
economy.
·
Protection of cultural facilities.
·
Prevention of looting.
·
Military police functions.
·
Close interaction with civilians.
·
Assistance with reconstruction projects.
·
Securing the national borders.
·
Training or retraining a national military police and
security force.
Establishing and maintaining local government credibility.
·
Contributing local government is both tangible and
psychological. Local security forces must reinforce and be
integrated into the plan at every stage.
·
Facilitate and use information and intelligence obtained
from local sources to gain access to the insurgent’s economic and
social base of support, order of battle, tactics, techniques, and
procedures.
Army forces
help local pro-government police, paramilitary, and military forces
perform counterinsurgency, area security, or local security
operations. They advise and assist in finding, dispersing,
capturing, and destroying the insurgent force.
US forces
may conduct offensive operations to disrupt and destroy insurgent
combat formations. These operations prevent the insurgents from
attacking government-controlled areas.
There are
many organizations and extensive resources available to aid
counterinsurgent forces.
Commanders
should not overlook the aid these organizations may provide. All
forces assigned an AO or function should determine which departments
and agencies are assisting in that AO and coordinate actions so that
there is no duplication of effort. Such departments,
councils and
agencies include—

National Security Council.
·
Department of Defense.
·
Department of State.
·
Department of Justice.
·
Department of the Treasury.
·
Department of Homeland Security.
·
Department of Agriculture.
·
Department of Commerce.
·
Central Intelligence Agency.
·
Department of Transportation
Various
governmental departments directly administer or support other
governmental agencies. Examples of these US agencies are—
·
The US Coast Guard (under Department of Homeland
Security).
·
The Federal Bureau of Investigation (under Department of
Justice).
·
Immigration Customs Enforcement (under Department of
Homeland Security).
·
Federal Communications Commission
. The
proper application of force is a critical component to any
successful counterinsurgency operation. In a counterinsurgency, the
center of gravity is public support. In order to defeat an insurgent
force, US forces must be able to separate insurgents from the
population. At the same time, US forces must conduct themselves in a
manner that enables them to maintain popular domestic support.
Excessive or indiscriminant use of force is likely to alienate the
local populace, thereby increasing support for insurgent forces.
Insufficient use of force results in increased risks to US forces
and perceived weaknesses that can jeopardize the mission by
emboldening insurgents and undermining domestic popular support.
Achieving the appropriate balance requires a thorough understanding
of the nature and causes of the insurgency, the end state, and the
military’s role in a counterinsurgency operation. Nevertheless, US
forces always retain the right to use necessary and
proportional force for individual and unit self-defense in
response to a hostile act or demonstrated hostile intent.
The
media, print and broadcast (radio, television and the Internet),
play a vital role in societies involved in a counterinsurgency.
Members of the media have a significant influence and shaping impact
on political direction, national security objectives, and policy and
national will. The media is a factor in military operations. It is
their right and obligation to report to their respective audiences
on the use of military force. They demand logistic support and
access to military operations while refusing to be controlled. Their
desire for immediate footage and on-the-spot coverage of events, and
the increasing contact with units and Soldiers (for example, with
embedded reporters) require commanders and public affairs officers
to provide guidance to leaders and Soldiers on media relations.
However, military planners must provide and enforce ground rules to
the media to ensure operations security. Public affairs offices plan
for daily briefings and a special briefing after each significant
event because the media affect and influence each potential target
audience external and internal to the AO. Speaking with the media in
a forward-deployed area is an opportunity to explain what our
organizations and efforts have accomplished.

Portray a favorable governmental image.

measures must—

Be authorized by national laws and regulations
(counterparts should be trained not to improvise unauthorized

Be tailored to fit the situation (apply the minimum force
required to achieve the de-sired result).

Be supported by effective local intelligence.
·
Be instituted in as wide an area as possible to prevent
bypass or evasion.
·
Be supported by good communications.
·
Be enforceable.
·
Be lifted as the need diminishes.
·
Be compatible, where possible, with local customs and
traditions.
·
Establish and maintain credibility of local government.
A control
program may be developed in five phases:

Securing and defending the area internally and
externally.

Organizing for law enforcement.
